hostage to america

i was born and rased in america.

i can not git a passport,

1. i am on a black list?
2. i can not affored it.
3. i have my birth cit, ss card, but no id, i can not drive, so i need to get a non drivers id
but i do not have anyother papers , i dont, and wont register to vote, i am atheist so i dont have a recored from a church, i live on my boat and dont have a valid address.
3. i am a livraboard, so no address or bills.

so if i want to cruse around the americas , i can not, i am being held hostage by my own goverment. what do i do?
